Dibrugarh/ Dhemaji/ Biswanath: Prime Minister Narendra Modi on Wednesday mounted an aggressive campaign across Upper Assam, blending big-ticket infrastructure promises with welfare outreach, while expressing confidence that the BJP-led alliance will return to power for a third consecutive term in the state. Addressing back-to-back rallies in Behali, Gogamukh and Dibrugarh, the Prime Minister announced a major connectivity project—an ambitious ₹18,500 crore underwater tunnel under the Brahmaputra near Gohpur. The project is expected to significantly cut travel time between Gohpur and Numaligarh and improve connectivity across the region.Beyond easing travel, the project is being projected as a catalyst for employment and economic activity, particularly for the youth in Assam.
Beginning his day in Dibrugarh, Modi struck a more personal note with an early morning visit to a tea garden, where he interacted with women workers. The visit offered a glimpse into the lives of those who form the backbone of Assam’s tea industry, with the Prime Minister acknowledging their contribution and describing tea as integral to the state’s identity and pride.

At the rallies, Modi repeatedly highlighted the BJP’s development pitch, pointing to infrastructure expansion, welfare delivery and what he termed the benefits of a “double-engine government” at the Centre and in the state.
He underlined that over 22 lakh families in Assam have already received pucca houses under government schemes, with a target to extend the benefit to another 15 lakh households. Women-centric initiatives also featured prominently in his speeches, with a focus on expanding the number of “lakhpati baideo” beneficiaries in the coming years.The Prime Minister also spoke about job creation and investment, referring to plans for large-scale infrastructure development and increased support for farmers under existing schemes. He said efforts would be intensified to tackle Assam’s recurring flood problem through a dedicated financial outlay, alongside river management measures.
In Gogamukh, Modi projected strong electoral confidence, saying the BJP was on course for a “hat-trick” in Assam. He described the party’s manifesto as a roadmap for development, with a focus on employment, education and protection of indigenous identity.The rallies also saw sharp political messaging, with the Prime Minister criticising the Congress for what he described as years of neglect and divisive politics, while asserting that the BJP remains committed to development and safeguarding local interests. At Behali, he reiterated plans for further infrastructure growth, noting that several bridges over the Brahmaputra have already been completed in the past decade, with more in the pipeline.
